Lack of an holistic tourism plan for the SK District (they caution the ad-hoc type of approach which has been done to date)- Land-use issues – conflict/competition/availability/prioritization in SK Town and surrounding areas
- Lack of coordination & organization of district-level tourism
- Limited facilitation by government agencies for the development of tourism (i.e. Red tape)
- Limited carrying capability of resources during peak periods (e.g. accessibility, public transport in SK Town, car parking – weekends/public holidays)
- Conflict of viewpoints among stakeholders (in terms of size and scale of tourism development & pace of tourism development)
- Limited financial resources for tourism activities at the district level
- Limited potential of district resources as attractions
