Accommodation
Although the majority of visitors to Sai Kung will likely opt to stay "downtown" and venture out to the district for day trips - there are a few options for those who wish to stay either within the Country Park or a little closer in Ma On Shan.
Hostels
The Hong Kong Youth Hostels Association has two excellent facilities in beautiful locations within the Park that are open for anyone to use (with membership in the association which entitles you to use the global hostel network).
Pak Sha O hostel is in a quiet area of the park just south of the Hoi Ha Wan Marine Park and surrounded by numerous hiking trails. Bradbury Hall, Chek Keng, overlooks the ocean and has easy access to some of the most beautiful beaches in Hong Kong. Both of their web pages on the Youth Hostel Association site have location maps and floor plans.
The daily rate is $45 per person for a maximum of 6 days. Unfortunately, neither of these two hostels are part of the IHYA online booking facility but a phone call to (852) 2788 1638 or email giving the dates that you would like to stay and the number of people should receive quick response.
Campsites
The Country Parks of Sai Kung are resplendent with campsites that offer everything from very basic pit toilets and nearby streams for water to flush toilets and running water. Most locations afford magnificent views of the ocean and/or green hills and, by virtue of overnight stays, campers have the unique opportunity to see much more of the ecology of the area than most residents.
The Agriculture, Fisheries and Conservation Department provides an excellent online "Campers Companion" which includes key information on each campsite and detailed location maps. Following are the relevant campsites for the Sai Kung District:

Hotel
Currently, the closest hotel to Sai Kung district is the Horizon Suite Hotel in Ma On Shan (a relatively short bus ride away). This hotel tends to prefer their long-term, serviced suite customers and promotes a monthly rate of $8,600 but they say that they sometimes have shorter stay availability at $1,200/night. Renovations to the old "Beach Resort" by its new owner, Urban Entertainment Ltd., have been halted for some time but the same developer is moving relatively quickly on their new "Bed and Breakfast" on the typhoon shelter waterfront on the south side of Sai Kung town. Stay tuned for further details.
